A broad coalition of authors, performers and other rights-holders organisations active across the European Union’s (EU) cultural and creative sectors have strongly rejected the GPAI Code of Practice, as drafted by the AI office.
The coalition which comprises 38 federations including the United Voice Artists (UVA) gave the verdict in a joint statement released on Friday, March 28, 2025 via UVA official website.

Their decision, according to the joint statement, is connected to details of third draft of the EU AI Act’s GPAI Code of Practice.
The coalition stated that the said draft undermines the objectives of the AI act, contravenes EU law and ignores the intention of the EU legislator, hence it’s decision not to support it.
The statement added that rather than making provision for a robust framework for compliance, the current version of GPAI Code of Practice sets the bar so low by not providing any meaningful assistance for authors, performers, and other rights-holders to exercise or enforce their rights.
Moreover, it faulted the drafters of the code for not acknowledging the comments it had provided in previous drafts and reflecting it in what they described as a fundamentally flawed third draft – the more reason it should not be approved without substantial improvement.
The coalition further highlighted other flaws it identified in the current third draft GPAI Code of Practice, while noting salient features that must be provided in any Code of practice draft.
